NEW / AMENDED LAWS

The following statutes and regulations have been   amended:

25 Adds LPCC licensees and   registrants to the list of licensees and registrants who must complete human   sexuality training.
29 Adds LPCCs to the list of   licensees for which the Board shall consider requiring training in chemical   dependency.
32 Adds LPCCs to the list of   licensees for which the Board shall consider requiring training in the   assessment and treatment of AIDS.
651 Makes technical amendments   not related to Board licensees.
729 Makes technical amendments   not related to Board licensees.
2290.5 Repeals current telemedicine   law and replaces it with a new law that defines telehealth.
4980.01 Amends the law to include the   practice of LPCCs as one of the practices LMFT law does not constrict.
4980.03 Amends the law to allow LPCCs   to supervise MFT interns, but they must first meet the additional training   and education requirements of Section 4999.20.
4980.10 Makes a technical amendment   to the definition of engaging in practice.
4980.36 Amendments made to   requirement that a trainee must be enrolled in practicum to counsel clients.   Amendments also made to add Couple & Family Therapy as an acceptable   degree title, reflect a name change for the BPPE, and make a clarification   for client-centered advocacy hours.
4980.37 Amends the law to add Couple   & Family Therapy as an acceptable degree title, and reflect a name change   for the BPPE.
4980.40 Revises this section for the   examination restructure, effective January 1, 2013.
4980.40.5 Amends the law to add Couple   & Family Therapy as an acceptable degree title, and reflect a name change   for the BPPE.
4980.42 Makes an amendment to allow   trainees to gain experience outside the required practicum but they must be   enrolled in a practicum course to counsel clients. Trainees may only counsel   clients when not enrolled in a practicum course if the period of lapsed enrollment   is less than 90 calendar days, and is immediately preceded and immediately   followed by enrollment in a practicum course.
4980.43 Makes an amendment to limit   client centered advocacy to 500 hours for LMFT applicants.
4980.44 Amends the disclosure and   advertising requirements for an MFT intern.
4980.45 Makes an amendment to   increase the number of registrants a licensee may supervise and the number of   registrants an LMFT corporation may employ.

4999.12 Amends this section to   reflect a name change for the BPPE

Dual-Eligible Demonstration Project Counties Announced

DHCS announced that Los Angeles, Orange, San Diego, and San Mateo counties were chosen to participate in a three- year demonstration project that is intended to improve care coordination for low-income seniors and persons with disabilities eligible for both Medi-Cal and Medicare. There are an estimated 1.1M dual-eligible beneficiaries enrolled in both programs in California. The demonstration project will enroll eligibles in an integrated care delivery model, which is expected to save $678.8M in the state’s General Fund in FY 2012-13. California is considering expanding the project to six additional counties in 2013, including San Bernardino, Riverside, Santa Clara, Contra Costa, Alameda, and Sacramento.

Electronic Health Record Incentives

Under the 2009 federal economic stimulus package, health care providers who demonstrate meaningful use of certified EHRs can qualify for incentive payments under Medicare and Medicaid. California is now ready to distribute as much as $1.4 billion in  federal incentive funding to hospitals and physician groups who treat beneficiaries of Medi-Cal, California’s Medicaid program. The pplication process will be staggered over three months: hospital registration opened on Oct. 3; physician groups are next in line, able to apply on Nov. 15; and individual physicians can file for the federal money beginning Dec. 15.
